Art 1 – The Office of hydraulic Inventory and Researches is an administrative public institution which is financially autonomous and is under the Ministry of Agriculture.
the Office of Hydraulic Inventory and Researches comes under the authority of the Department of water resources and is in charge of the following :
• Drawing up the inventory of surface and underground water resources throughout the country and developing prospecting activities in order to discover new resources.
• Installation and upkeep of observation and measuring tools used for rainfall and surface flows.
• Carrying out pumping works in order to define technical characteristics.
• Rational and computerized management of existing files.
• Publishing collected and processed data in the form of directories and reports.
Art 2 - The Office of Hydraulic Inventory and Researches provides and manages the tools and means required for carrying out the missions provided for by previous article and more particularly watching networks relating to rainfall, surface waters and underground waters.
Art 3 - The Office of Hydraulic Inventory and Researches is informed by the Department of water resources of any activity deemed to have an impact on its mission, organization, infrastructure in order to coordinate and secure the technical unity and to organize the corresponding assistance in the fields coming under its authority.
Art 4 - Within its remit, the Office of hydraulic Inventory and Researches is entitled to have scientific and technical relationships with similar offices abroad under the aegis of the Ministry of Agriculture.
Art 5 - The Office of hydraulic Inventory and Researches is entitled, according to the regulation in force, to enter into contracts or agreements with local authorities, public or private companies to provide or be provided with works related to its mission.
The Office of hydraulic Inventory and Researches is headed by a Director who represents the Office in all civil deeds and secures the implementation of the Ministry of agriculture’s decisions.
The Office of hydraulic Inventory and Researches includes:

• An observation and measuring network section.
• A files and directories section.
• Calculation centre.
