EMWIS : The Euro-Mediterranean Information System

on the Know-how in the Water Sector

During the Euro-Mediterranean conference on water management held in Marseille ( nov.1996), the representatives of 27 countries which signed the Barcelona Agreement ( nov.1995) as well as the European Union and European Commission agreed to look into the opportunity of setting up an information system which would make the access to information easier based on modern communication means and on networking existing systems.

are the priority exchange pillars adopted to enhance the Euro-Mediterranean dialogue. Othor topics may be included later into this system.

SEMIDE objectives

SEMIDE is a cooperation tool for Euro-Mediterranean countries which aims at :

Making the access to existing information on water know how easier;
Developing the sharing of information mainly by allowing everyone to make his responsibilities, activities and priorities known…;
Developing common products and cooperation programs to promote available information and encourage the collecting of missing ones.


The concept "know how in the water sector " is the main characteristic of SEMIDE This concept means that the concerned system gives access only to know how elements such as:

institutions and experts working in water sector
Documents and information on the water sector
research & development programs
training opportunities
methods and techniques used to manage water resources

This system deals neither with data on water resources nor with their use and it will not include in the future data on:

The quality of surface water (such as: pH, conductivity, dissolved oxygen ...)
Quantity aspects (such as : rivers flow rate, aquifer piezometry ...)
Sampling and uses (such as: lists of sampling points, irrigated surfaces...)
Wastes (location of wastes, quality of waste water...)

Therefore, SEMIDE is neither a database on water resources nor a tool to manage water resources. Actually, EMWIS manages information and not data.

Target groups SEMIDE is mainly meant for private and public operators in the water sector : decision makers and professionals ( technicians, research departments, training bodies, file examiners…).
